Adult Literacy and Basic Skills Unit, London (England).
The Adult Literacy and Basic Skills Unit (ALBSU) analyzed draft plans, required by the Education Reform Act 1988, from about 40 percent of the local education authorities (LEAs) in England and Wales to identify basic skills and English for speakers of other languages (ESOL) provisions for adults. Topics of concern were the maintenance of programs at existing levels and the possibilities for further development of the programs. Most plans received attempted to take account of basic skills and ESOL provision, although a minority did not. In addition to the analysis of the draft plans, this booklet illustrates some of the emerging patterns adopted by LEAs. The conclusion is reached that it is possible to strengthen adult literacy, basic skills, and ESOL provision in the plans and provide a firm base for future development. (CML)
