Planning/Evaluation Report for In-School Suspension, Grades 6-12.

The 1989/90 In-School Suspension (ISS) program of the Des Moines (Iowa) Independent Community School District provided an in-school setting for the suspension of students in 15 secondary schools for infractions of the discipline code while continuing their educational program and focusing on the offending behavior through counseling activities. The 1989/90 program budget was $532,433 and is expected to grow to $609,687 for 1990/91. Staffing comprises the equivalent of 15 full-time certified teachers. All 15 schools provide a disciplined environment where intervention focuses on the offending behavior. Fourteen of the schools provide academic support while the student is out of the classroom; the one school that does not provide the support returns the student to his regular schedule following the behavior intervention. The following outcomes are reported: (1) strong support from teachers, program staff, and administrators; (2) for the first year of the program, 1988/89, the high schools reported an 18 percent decrease in out-of-school suspensions from 1987/88 and the middle schools reported an 8 percent decrease; and (3) for the second year of the program, 1989/90, the high schools reported a 4 percent decrease in out-of-school suspensions from 1987/88 and the middle schools reported a 26 percent reduction.
