Report on the Implementation of School-Based Program Evaluation Manual at Pilot Sites. SIDRU Research Report No. 11.

An evaluation was conducted to provide Saskatchewan Education with information about the effectiveness of: (1) a program evaluation package for use at the school level consisting of the "School-Based Program Evaluation Manual" (Burgess, 1987) and its related workshop; and (2) a pilot-site model for the implementation of the evaluation package. The manual and inservice package were presented for the first time at workshop sessions held in October 1987 and attended by pilot teams of at least two members from each of nine school divisions and regional curriculum coordinators in Saskatchewan. Process and product evaluation from December 1987 onward considered the use of the manual and its effectiveness, the effectiveness of the inservice program, and the implementation and facilitation of the evaluation program. Data were collected via telephone interviews, on-site interviews, and an eight-page questionnaire; analysis of pilot site descriptions, meeting summaries, context data sheets, itemized budget statements, and reports from project personnel were also used for information gathering purposes. Fifty-three questionnaires were mailed to pilot sites; 46% of official evalutation team members returned them. Both the manual and the program were found useful. Implementation was generally considered successful, although only three sites progressed as far as projected by early June. Eleven recommendations were made to improve the manual, the inservice program, and the implementation of the evaluation program. Three appendices contain supplemental information, including graphs and charts of the ratings and other information obtained; the format of the preliminary contact calls and copies of the study instruments; and an evaluation workshop agenda together with a time line for the project.
