This manual was developed in response to issues and concerns raised in "Directions and Program Policy Proposals" (1984), and in accordance with the Saskatchewan (Canada) School Improvement Program to help meet the need for more and improved monitoring and evaluation at the local school level. It is designed to provide school practitioners with clear-cut and appropriate means for making decisions concerning educational programs at the school and classroom levels. Part 1 provides a general introduction to program evaluation (i.e., what program evaluation is and who does what). Part 2 outlines the steps that must be taken in planning and implementing an evaluation. Part 3 describes most areas of the Saskatchewan school curriculum (kindergarten through grade 12) and some of the programs commonly offered in schools. Part 4 describes specific ways in which a committee or an individual might proceed to evaluate various aspects of the program of a school system. Part 5 contains exapmles of instruments that could be used for data collection and/or in conducting evaluations. Part 6 summarizes some of the evaluation models that are frequently used in educational settings. An appendix provides lists of terms, materials, resources, a 16-item bibliography, and various evaluation instruments. (RLC)
