This study of the Florida Public Broadcasting Program System, which was conducted by the Program Committee of the Postsecondary Education Planning Commission, focused on five basic issues: (1) What are the current policies and procedures for determining how to add public broadcasting stations to Florida's system? (2) How should Florida fund public broadcasting stations? (3) How well does Florida's interconnection system meet the state's needs? (4) What effect has the cable industry had upon the system's public broadcasting stations? and (5) How should state government best ensure the accountability of state funds used by system public broadcasting stations? The report includes a review of the literature on public broadcasting as it evolved on the national level and as it is administered in Florida. Also included are the Committee's analysis of policies and procedures of Florida's public broadcasting system, results of interviews and public testimony with public broadcasting representatives, a consultant's report, and recommendations intended to help clarify existing policies and procedures. Appendixes include Corporation for Public Broadcasting qualification criteria for television community service grants, a list of public broadcasting radio and television stations in Florida's system, a summary of legislative appropriations for 1980-1989, a description of revenue sources of individual system stations for 1987-1988, and coverage maps of Florida public television and radio.
