This handbook describes a series of procedures for establishing school guidance and counseling programs in Idaho based on the Missouri Comprehensive Guidance Program model developed by Dr. Norman Gysbers. It begins with a conceptual framework and moves through the development, evaluation, and refinement steps of setting guidance programs in Idaho schools. Chapter 1 presents the basic tenets upon which the comprehensive guidance and counseling program model was built. Chapter 2 outlines the comprehensive guidance model, describing the program components, student outcomes, and delivery methods, along with a discussion of differences between this model and past models of guidance and counseling programs. Chapter 3 describes structural resources necessary for the school-based program to be successful: time, space, staff expertise, equipment, and resource materials. Chapter 4 describes the implementation process, while chapter 5 focuses on evaluation, review, and refinement as a means for future development and expansion. An evaluation checklist is included, along with a 21-item bibliography. (TE)
