This document provides guidelines for developing and implementing a preschool program in urban schools. The program described, Bridges and Links, is an educational program for 4- and 5-year-olds that represents a cooperative effort between private preschool providers and the public schools of Ohio's Conneaut Area City School District. Sections of the guide detail aspects of getting started, consideration of curriculum, the day-to-day schedule, and program evaluation. It is maintained that the program was built around a framework containing the essential program elements of interagency linkages, a well-articulated curriculum, specific teaching and learning goals, team planning and teaching, parental involvement, and quantitative and qualitative student and program evaluation. A glossary of terms is provided. Related materials, such as a preschool registration packet and evaluation materials, are appended. (RH)
