Prekindergarten Program Product Evaluation Report, 1989-90.

Results of the 1989-90 product evaluation of the Chapter 1 prekindergarten program of the Saginaw, Michigan School District are reported. The purpose of the program is to provide educationally disadvantaged, inner-city 4-year-olds with an environment that will enable them to develop skills needed for success in school. In 1989-90, the program served 188 children enrolled at six buildings, one of which operated a half-day session. The major question addressed by the evaluation was: Did the program attain the 16 objectives it set out to accomplish? To answer this guestion, evaluators used: (1) the Prekindergarten Saginaw Objective Reference Test to assess cognitive and fine and gross motor objectives; and (2) the Parents as Partners Sheet to assess the program's success in imparting to parents the skills they need to become directly involved in their children's education. Findings indicated that the program met eight of nine objectives in the cognitive skills area and one of four objectives in the psychomotor skills area. Of the three psychomotor objectives which were not met, two were within six percent or less of meeting the standard. All three objectives on parent participation were met. Recommendations for program improvement are offered. Related materials are provided in six appendices. (RH)
