This report provides lawyers and service providers with legal information and analysis about issues affecting persons with developmental disabilities and Acquired Immune Deficiency Syndrome (AIDS). The report reviews relevant medical facts, discusses federal and state laws which define the rights and responsibilities of disabled individuals and service providers, explains how these laws apply to persons with Human Immunodeficiency Virus (HIV) infection, and provides information for rational policymaking. The report offers a detailed review of five major areas of the law: antidiscrimination, HIV testing and medical treatment, confidentiality and provider liability, isolation and involuntary civil commitment, and federal benefit and entitlement programs. These areas are discussed in relation to topics such as housing and residential facilities, health care, child welfare services, day care and education, vocational training, and employment.
