A Minnesota study examined how the federal law was implemented and federal funds were distributed under the Carl D. Perkins Vocational Education Act of 1984 and the Job Training Partnership Act of 1982 (JTPA) and reported on the coordination between the two acts in the state for fiscal years 1986 and 1987. Information was gathered from the "State Plan for Vocational Technical Education," government documents, and a survey of all technical institute directors and Service Delivery Area (SDA) and Private Industry Council (PIC) administrators in the state. The study found that the State Board of Vocational Technical Education satisfied all of the provisions of the Perkins Act and met all of its performance goals for expenditures of federal funds. The allocation of funds for the education of handicapped persons was somewhat weak, usually as a result of inadequate funding. The study also found that the Minnesota Department of Jobs and Training and all 17 SDAs in Minnesota met or exceeded the performance standards for the expenditure of JTPA funds. Finally, the study found that there is good coordination in the implementation of the two acts in Minnesota, although each sector believes coordination should be enhanced. As a result of the evaluation, the State Council on Vocational Technical Education recommended that formal joint planning activities be increased to ensure further coordination between the two sectors and that technical institutes appoint representatives of PICs and SDAs to serve on their advisory committees.
