Training and Enterprise Councils: Partnerships and Action.

This document reports on a Further Education Staff College (FESC) seminar to encourage partnership between the new Training and Enterprise Councils (TECs), Local Education Authorities (LEAs), and further education colleges in Britain. A TEC is defined as a member of a public and private partnership, involving government, business, and voluntary organizations that share the risks, resources, and benefits in a way that makes effective use of limited resources and produces benefits neither partner could produce alone. The principal objective of the seminar was to develop a clearer understanding of the nature of the relationship between TECs, LEAs, and colleges through identifying the overall requirements of the TEC system, progress to date, useful strategies employed, and pitfalls to be avoided; creative opportunities for partnership and developing appropriate strategies for realizing the benefits of such opportunities; and opportunities for collaboration. The bulletin quotes extracts from formal presentations and provides a summary of the working groups and a checklist of issues relating to good practice and pitfalls to be avoided.
