This document offers the results of a study of Nevada's telecommunications requirements, based on a comprehensive survey of existing networks associated with state and local governments, school districts, and the university system. It reports that Nevada can accrue benefits from telecommunications in the areas of education, economic development, and government efficiency. In education, an integrated telecommunications system would mean expanded access to higher education, more institutional cooperation, and expanded access to information resources. The integrated network would also give Nevada a competitive advantage in recruiting business to the state. State and local government agencies, including police, tourism, and justice departments, could cut costs and save employee time by using a statewide telecommunications network. Two key recommendations evolved from the study: (1) that the state should fund a pilot project to evaluate the potential of a statewide integrated voice, data, and video network and; (2) that the state should provide a centralized organization staffed with qualified personnel to manage and plan Nevada's telecommunications resources. States that have implemented similar telecommunications networks have experienced savings while expanding public services. The document also recommends that the State Legislature provide $810,000 over a 2-year period for a pilot telecommunications project. The specific telecommunications needs of individual government and education agencies are charted in detail. Network features, costs, and lease-purchase options also are described. (TES)
