The 1989 annual report of the Intersegmental Coordinating Council to the California Education Round Table was compiled as a report on the status of intersegmental cooperation and as part of an effort to develop consensus on critical issues confronting the educational systems and on intersegmental strategies to approach those issues. The report is divided into committee reports discussing the issues of improvement of teaching, curriculum and assessment, outreach and student preparation, and transfer and articulation. Reports from the intersegmental committee of the academic senates and the intersegmental budget task force are also included. In the process of developing the report, the following needs were identified: (1) greater attention to retention and student progress at all academic levels; (2) intersegmental cooperation to build the pool of well-qualified students, especially underrepresented students, who are interested in teaching careers; (3) stronger and more extensive discipline-based, regional partnerships throughout the state to bring faculty from the various segments together to discuss curricular and pedagogical issues; (4) formal transfer agreements, mechanisms, and support services to facilitate and encourage transfer from community colleges to four year institutions, with emphasis on underrepresented students; (5) new models for assistance to low performing schools; (6) new pedagogical approaches to provide effective education for an ethnically and culturally diverse student body; (7) enlistment of parental and community aid to reach out to underprepared students; and (8) greater higher education involvement with the K-12 system in order to assist schools in strengthening curriculum and instruction.
