This report outlines the results of two technology-based open learning pilot projects which focused on 600 women living in rural areas of the Southland and Hauraki-Coromandel regions of New Zealand. The technologies used were computer-assisted instruction, teleconferencing, and audio- and videotape recordings. An outline of project steering committee responsibilities is followed by descriptions of project factors and parameters, project organization, project outcomes, and future challenges for planners of open learning systems. It is noted that, as a result of these projects, the steering committee concluded that successful open learning occurs when: (1) students decide where, when, and how they want their course structured; (2) the curriculum and course are sensitive to the needs of students; (3) the course is modularized so as to give flexibility to students and tutors; (4) students can select and use technologies to enhance their learning through a range of delivery systems and modes of learning; (5) training is provided for those who lead open learning with a distance learning component; and (6) cooperation exists between individuals, educational agencies, and providers. Appended include: a breakdown of pilot program costs, a directory of technology options for open learning and distance education, a list of project personnel, a summary of the students' evaluations, and a checklist of questions pertinent to the planning of open learning programs.
