This document discusses the issues that need to be considered by the education and training system as it responds to the changing needs of industry in Great Britain. Following a general introduction, the development of quality management ideas is traced. The underlying principles of safety and risk management are clarified and the implications of associated costs are discussed. A suggestion is made that part of the success of the introduction of quality management systems was based on clear definitions and recommend definitions that may be considered in regard to safety and risk systems. Amendments to the 1987 industry standard are proposed to produce a model document on risk management systems. Recommendations for steps to be taken by education and training systems are included. Appendix 1 provides definitions and issues relating to quality management systems. Appendix 2 contains a model standard for risk management systems. Appendix 3 includes legal definitions of employee, occupier, and employer. (CML)
