Model demonstration projects have developed and implemented a wide range of services to facilitate the transition of youth with handicapping conditions from school to work or to postsecondary educational settings. Factors pivotal to the continuation of such projects after federal funding ceased were studied. Data on 58 sample projects were collected from the files of the Secondary Transition Intervention Effectiveness Institute at the University of Illinois (Urbana-Champaign). Additional information was obtained through a telephone survey. Twelve variables, accounting for 72.4% of the variance, were selected. The best predictor of continuation was that projects had engaged in high levels of replication and dissemination. The greater the number of "others" trained (Variable 2) and teachers trained (Variable 11), the less likely the program was to continue. The third best predictor of program continuation was that granting of a no-cost extension predicted project failure. Development of a newly conceived and innovative transition program predicted success, as did having a stable and dedicated group of personnel. Findings indicate which goals of federal funding are most likely to succeed. A table lists the variables in ranked order.
