An Assessment of College and Vocational Preparatory Programs: Report and Recommendations of the Postsecondary Education Planning Commission. 1990-Report 8.

In 1989, a study was conducted to assess college and vocational preparatory programs in Florida's community colleges and at Florida A & M University. With respect to college preparatory programs in Florida, the study looked at organizational structure, state-level coordination, student placement, enrollment, student characteristics, program descriptions and evaluations, student retention and progression, performance on the College-Level Academic Skills Test, faculty, relations with the state university system, and funding. Regarding vocational preparatory education, the study investigated organizational structure, entry-level testing, enrollment, student characteristics, delivery of instruction, remediation and retention, and funding. Major issues emerging from the study were state-level coordination, financing, placement in preparatory programs, completion of preparatory requirements, and postsecondary/secondary coordination. Recommendations developed to address these issues included the following: (1) the Division of Community Colleges (DCC) and the Division of Vocational, Adult, and Community Education (DVACE) should each conduct a program review of vocational preparatory programs by no later than 1992-93; (2) one comprehensive annual analysis should be prepared jointly by the DCC, DVACE, and the Division of Public Schools, in order to assist local and state decision makers in evaluating vocational program quality; (3) guidelines should be developed to link special program funds to improved completion rates by college preparatory students; and (4) the appropriateness of current placement examinations and minimum scores for college placement should be periodically assessed. Appendixes include Florida statutes and codes related to preparatory programs, course approvals and designated area vocational education schools, selected results from surveys of remedial program and vocational deans, and vocational and college preparatory cost analyses.
