This manual serves as a guide for the evaluation, design, administration, and teaching of vocational training programs for limited-English-proficient (LEP) students, based on a coordinated vocational skills curriculum developed for refugee clients. The vocational focus of the program is woodworking and skilled assembly, but the principles of program design and the pedagogical concepts are transferable to instruction in other trades, vocational English as a Second Language (VESL), vocational mathematics, work orientation, and job searching. The manual is divided into four parts. The first part outlines the following issues in the design and implementation of specialized vocational training programs for LEP students: (1) evaluation and selection of trade areas; (2) curriculum design and coordination; (3) selection of language(s) of instruction; (4) testing and evaluation; (5) program marketing and job development; and (6) counseling and placement. Part 2 presents 7 sample project plans, with instructor's notes for curriculum developers and vocational trainers, and examples of project-specific exercises in VESL, mathematics and mechanical drawing. Part 3 contains sample exercises in technical vocabulary development, English grammatical structure, oral communication skills, mathematics and measurement, and mechanical drawing and design.
