The "Educational Excellence Act of 1989": The Administration's Education Proposal. CRS Report for Congress.

On April 5, 1989, the Bush Administration submitted to the Congress a legislative proposal entitled the "Educational Excellence Act of 1989." This report provides a description of the President's proposed education legislation and modifications to the proposal by the Congress, plus a brief analysis of each of the provisions. The seven program areas addressed in the Administration proposal are: (1) Presidential Merit Schools; (2) Magnet Schools of Excellence; (3) Alternative Certification for Teachers and Principals; (4) Presidential Awards for Excellence in Education; (5) National Science Scholars; (6) Drug Free Schools Emergency Grants; (7) Historically Black Colleges and Universities. Each program discussion is subdivided into the description of the proposal as introduced, the rationale of the proposal, congressional action, and similar programs operating at the federal and state levels.
