A review of the fifth year of the Bronson Settlement Agreement indicates that the Cincinnati (Ohio) Public Schools (CPS) have addressed most issues of racial isolation and bias raised by previous evaluations but no action appears to have been taken to improve the Low Achieving Schools (LAS) Program. The following areas are examined: (1) the Taeuber Index of Dissimilarity, which measures the reduction of racial isolation; (2) the Alternative Schools Program; (3) the Open Enrollment Program; (4) staff racial balance; (5) bias in testing, discipline policies, and enrollment on the building level; (6) the LAS Program; (8) transportation for extracurricular activities; and (9) district/city housing activities.
