The Bronson Settlement Review: Year Five, 1988-89.

A review of the fifth year of the Bronson Settlement Agreement indicates that the Cincinnati (Ohio) Public Schools (CPS) have addressed most issues of racial isolation and bias raised by previous evaluations but no action appears to have been taken to improve the Low Achieving Schools (LAS) Program. The following areas are examined: (1) the Taeuber Index of Dissimilarity, which measures the reduction of racial isolation; (2) the Alternative Schools Program; (3) the Open Enrollment Program; (4) staff racial balance; (5) bias in testing, discipline policies, and enrollment on the building level; (6) the LAS Program; (8) transportation for extracurricular activities; and (9) district/city housing activities. The following supporting documents are appended: (1) an explanation of the Taeuber Index Values, 1989-90, and statistical data on black student enrollments and average daily membership; (2) the Alternative Programs, 1989-90 evaluation report and program descriptions; (3) the cumulative reports on Open Enrollment Transfers, 1988-89 and 1989-90, and the 1988-89 Open Enrollment Program evaluation report; (4) statistical analyses of student placement, course enrollment, and suspension and expulsion data; (5) reports on the LAS Comprehensive Plan, 1989-90, the procedures for selection of principals, the Community-Wide Task Force's questions regarding the LAS Plan, vacancy announcements for principals, and the evaluation of the LAS Program; (6) Community Task Force Minutes, 1988-89; (7) the Bronson Coordinating Committee Settlement Agreement Status Reports, 1988-89; and (8) the Bronson Settlement Budget, 1989.
