Solving the Puzzle of Child Care: Quality Enhancement Project Centers. Final Report. Child Day Care Planning Project.

This report describes the Quality Enhancement Project (QEP), one of four major components of the Child Day Care Planning Project (CDCPP) of Cuyahoga County, Ohio. The major goal of the QEP was to develop a model for improving the quality of funded centers. The quality of care at 65 funded centers in Cleveland and 11 surrounding suburbs was assessed, and information on program characteristics was collected. Data for criteria concerning administrative issues were analyzed separately from criteria that were observable in classrooms. A total of 214 staff from 34 centers responded to a questionnaire about their perceptions of their centers' programs and administration, and 1,016 parents from 32 centers responded to a questionnaire regarding their perception of their centers. After the assessment, each center developed a work plan. In response to training needs, CDCPP surveyed the center directors regarding their perceptions of barriers to access to training and preferences for training. A series of 23 training sessions was then developed by CDCPP. In addition, a Staff Development Fund promoting professional development was implemented. Essential elements of an ongoing system were identified in the effort to develop an ongoing quality assessment, monitoring, and support system for funded day care centers. (RJC)
