This report presents the findings and recommendations of the North Dakota Council on Vocational Education on the effectiveness and adequacy of the state vocational education delivery system in carrying out the purposes of two federal acts, along with the coordination that took place between the two acts. The acts are the Carl D. Perkins Vocational Education Act and the Job Training Partnership Act, which together provided nearly $10 million to assist North Dakota in offering training and retraining opportunities to meet the employment and training and vocational-technical education needs of the state. The report provides a detailed account of the purposes and implementation of both acts and of their coordination and includes the following recommendations: (1) the state should intensify its efforts to coordinate the various agencies providing training and vocational-technical education to adults, particularly displaced workers, single parents, older workers, and other at-risk adults; (2) the state should find out how to operate mobile laboratories for adult training; (3) additional consumer and homemaking education curriculum should be developed; (4) the state should try to eliminate sex bias in job training and job placement; (5) the state should assess training needs for prison inmates; (6) more coordination between agencies offering training under the Governor's Employment and Training Forum should be sought; and (7) marketing strategies should be developed to improve the image and public awareness of vocational-technical education.
