Evaluating Student Outcomes from Telecourse Instruction. A Feasibility Study.

In November 1984, the Rand Corporation was asked by the Annenberg/Corporation for Public Broadcasting (A/CPB) Project to conduct a study during the spring 1985 school semester on the feasibility of evaluating student outcomes from A/CPB telecourses. This report documents the findings of that study, which had three goals: (1) to examine alternative designs for evaluating the impact of A/CPB telecourses on student outcomes; (2) to provide preliminary data on the impact of "The Constitution: That Delicate Balance" and "The New Literacy" on student outcomes; and (3) to recommend whether, within time and methodological constraints, it was feasible to evaluate student outcomes attributable to the A/CPB courses. Findings indicate that despite many difficulties, it is possible to monitor implementation so as to secure reliable data on student outcomes without intruding unduly into normal teaching routines. Certain conditions, however, must be observed. They include: (1) the use of a sufficient number of sites in order to oversample each course; (2) the provision of extensive lead time prior to implementation of the evaluation to allow site administrators and instructors to become involved in course design and instrumentation; (3) the mandating of pretesting for all students; (4) the collection of specific data on implementation at each site, including how the course was taught, the extent of integration of the video lessons into normal teaching, and political factors affecting course implementation; and (5) the provision of incentives to instructors and students to encourage them to adhere to evaluation procedures.
