This guide was designed to help educators expand the delivery of vocational education programs, services, and activities to single parents, homemakers, displaced homemakers, and young women. The guide promotes the development of a comprehensive program of vocational education services that is based on a model with six components: outreach; orientation to education and the job market; assessment and evaluation of interest, ability, and aptitude; career decision making; support services; and follow-up and job placement; The four units of the guide cover the following topics: (1) program development and marketing (establishing advisory committees; identifying community referral resources, identifying the media, developing the material, disseminating the materials); (2) program management (coordinator and staff guidelines; standard forms); (3) counseling (vocational orientation, assessment, career exploration, career decision making and planning); and (4) employment preparation and job development (preemployment preparation, job development, follow-up). Information on workshop development, technical assistance, and resources also is provided. Samples of standard forms used in Missouri and support materials are included. (KC)
