Information on state student financial aid programs in New York is provided to the governor and legislature by the Board of Regents. Part I discusses recent developments in the state's student aid programs and recommendations of the regents. Part II's four sections are as follows: the scope of state-administered student aid programs (e.g., the Tuition Assistance Program, new scholarship programs, and loan programs); the scope of other federal aid programs in New York (Postsecondary Student Assistance Amendments of 1981, and distribution of federal aid funds); awards and payments in the Tuition Assistance Program (utilization rates by sector and level, and average awards); and the relationship of state, federal, and institutional student aid programs. Information is provided on the distribution of various government and institutional aid programs for 3 years at degree-granting institutions. An appendix provides information on the determination of the student's award on the basis of tuition cost and financial ability. (SM)
