This document describes a project conducted by Britain's Further Education Unit, at Cleveland Technical College in Redcar, England, to deliver adult education for the unemployed in local community facilities. The report is intended to help college administrators who are interested in delivering college programs for adults on an outreach basis. The document consists of seven chapters, a nine-item bibliography, the names of those who steered the activity, and five appendices. The document reports the background of the project; changes undertaken to develop a more community-based perspective; and the methodology of a qualitative and quantitative needs assessment conducted among traditional nonparticipants in adult education. An outline of a model community-based local learning center for outreach is included. Design elements are evaluated in relation to the delivery of four outreach modules pilot tested. A framework for staff development is offered. The nature of the relationship between the college and the community is examined, with a community-led as opposed to provider-led view of outreach recommended. The appendices contain a copy of the needs assessment survey questionnaire, course evaluation instruments, post-course interview schedules for students and department heads, an interview with a student who had severe learning disabilities, and recommendations regarding further education for adults with severe learning disabilities.
