The 14th of 17 modules in a self-instructional course on student financial aid administration (geared toward novice financial aid administrators and other institutional personnel) focuses on Pell Grants and campus-based authorization, fiscal operations, and reporting. The full course provides an introduction to the management of federal financial aid programs authorized by the Higher Education Act Title IV. This module teaches how to describe the method for receiving authorizations for campus-based funds, recognize standard forms for reporting the use of Pell Grant and campus-based funds, describe the systems for obtaining cash advances, define the fiscal responsibilities in reporting and recordkeeping and the concept of a clear audit trail, and describe required reports for the Stafford Loan and Perkins Loan programs. Three sections discuss the following: (1) program authorizations (the Pell Grant program authorization and campus-based authorizations); (2) fiscal operations (overview, fiscal recordkeeping, program-specific disbursement procedures, bank accounts for federal funds, and requests for funds); and (3) reporting (quarterly reports and student loan reports).
