Module 6 of a 17-module self-instructional course on student financial aid administration (for novice aid administrators and other personnel) presents a systematic introduction to the management of federal financial aid programs authorized by Title IV of the Higher Education Act with an emphasis on general student eligibility. Identifying the timing and frequency for determining eligibility, recognizing the documents used to establish or confirm eligibility, and recognizing student default loan status and its effect on Title IV eligibilty are covered. A pre-test, post-test, glossary, and acronyms are provided. Three sections discuss: (1) general student eligibility requirements (enrolled or accepted for enrollment, regular student, ability to benefit, enrollment status, eligible program, citizenship, member of a religious community, statement of educational purpose, and selective service registration) (2) eligibility of continuing and transfer students (loan default, grant repayment owed, satisfactory academic progress, and financial aid transcripts); and (3) review, confirmation, and monitoring of general student eligibility (initial review and confirmation of student eligibility, review prior to awarding financial aid, and ongoing monitoring of student eligibility). Three appendices are as follows: satisfactory academic progress--federal law and guidelines; noncredit and reduced credit remedial coursework; and ability to benefit. Contains two references. (SM)
