For more than three decades, the courts have attempted to resolve the effects of desegregation on educational quality and educational access. This report reviews a recent court ruling on the 26-year-old desegregation case, Mapp versus Board of Education, in relation to emerging demographic patterns in the Chattanooga (Tennessee) Public Schools that seem to counteract the effectiveness of earlier desegregation plans. Information was drawn from interviews with the plaintiff and the attorney for the defendant, and from a comparative study of the socioeconomic backgrounds, educational aspirations, and educational experiences of 111 students in two predominately white suburban high schools with 137 students in two predominately black urban high schools in Chattanooga. The major conclusion is that urban, black students with low socioeconomic backgrounds had higher educational aspirations than suburban, white students who had higher socioeconomic backgrounds. Statistical data are included on two tables. The appendices comprise the transcript of an interview with James Mapp, plaintiff in Mapp versus Board of Education, and a summary of an interview with Raymond B.
