This national study of school-university collaborations indicates that there is no single formula for collaboration, although specific common obstacles are likely to appear and specific common factors are likely to contribute to successful programs. Data were drawn from questionnaire responses from 68 school superintendents and 128 university presidents, and site visits to nine cities. Summary findings include the following: (1) most programs are targeted at professional development of school personnel, with the ultimate goal of improving the school curriculum; (2) structure is tailored to the needs of the cooperating institutions; (3) every urban center has the potential for collaboration; (4) communication between chief executive officers is essential to success; (5) lack of resources is the key obstacle to success; and (6) impetus for collaboration usually comes from within institutions rather than from policy-making bodies. Statistical data are included on six figures and ten tables. The appendices comprise the following: (1) a list of the 103 school districts that received questionnaires; (2) a list of the 223 higher education institutions that received questionnaires; (3) the interview protocol; (4) the school district superintendent questionnaire; (5) the university president/chancellor questionnaire; (6) an illustrative list of 37 university/school collaborations; (7) a ten-item list of perceived barriers to collaboration; and (8) a table of objectives/non-objectives arranged by objective type and respondent type.
