The Underrepresentation of Hispanics in State Employment. 1986 Annual Report.

Hispanic representation in all categories of employment by the State of Florida must be increased through implementation of effective affirmative action and equal opportunity employment programs. The Florida State Commission on Hispanic Affairs analyzed statistical data provided by the State Bureau of Employment Assistance to ascertain employment levels and patterns by ethnic group in individual state agencies. The Commission also held public hearings in Jacksonville, Miami, Ft. Meyers, and Tampa, where large numbers of Hispanics reside. The minutes of these hearings, including comments by representatives of local state agencies and area residents, are included. Major findings include the following: (1) the proportion of Hispanic personnel in all categories of State employment is small (3.6 percent), compared to the proportion of Hispanic residents in the State (11 percent); (2) Hispanic employees are disproportionately represented in State employment when compared to other minorities; (3) Hispanics are severely underrepresented in administrative positions; (4) Hispanics do not understand how to apply for state positions; and (5) with the exception of the State University System, agencies have no effective affirmative action programs for recruiting Hispanics. The appendices include extensive tables of statistical data on state employment by ethnic category, and work force data by individual agencies, for 1986. (FMW)
