Personnel To Educate the Handicapped in America: A Status Report.

The report follows up a report published in 1984 of a study initiated 2 years earlier concerning personnel issues in special education. The second study was undertaken to determine what changes had occurred in the intervening 4 years. Interviews were held with representatives of the state educational agencies of each of the 50 states, the District of Columbia, the Bureau of Indian Affairs, Puerto Rico, Guam, the Virgin Islands, American Samoa, and the Northern Mariana Islands. Questions concerned changes in state statutes or regulations, current supply of graduates in special education, manpower supplies, changes in the number of cooperative arrangements, changes in certification procedures or licensure, changes in identification and placement, current inservice priorities, and impact of the federal government. The first chapter summarizes results by each state or other administrative unit. Individual chapters address the issues of supply and demand, the programmatic context, inservice training, and perspectives on money and mandates, and provide state-by-state as well as overall analyses.
