This report summarizes findings of a World Health Organization meeting on the topic of training drug treatment center personnel about Acquired Immune Deficiency Syndrome (AIDS). The first section discusses issues surrounding AIDS and drug abusers. Prevalence rates for intravenous drug abusers in various European countries are discussed. Prevention and treatment efforts in Denmark, Norway, France, England, Scotland, and Switzerland are discussed. Staff responses in drug treatment programs dealing with patients with AIDS are described. It is recommended that national and regional agencies consider hiring additional treatment staff to serve the increasing number of clients entering treatment. The second section describes development of training guidelines. Nine components of a training plan are listed. Training guidelines are presented in the following areas: (1) an appropriate and accurate assessment of the need for training; (2) targeting all drug treatment personnel for AIDS training; (3) including a planning committee at the national level; and (4) selecting effective trainers. It is recommended that the curriculum should have three interconnected and interactive parts dealing with facts, such as the transmission of human immune virus and risk reduction; attitudes, including work with staff to relieve their fears about AIDS; and the development of skills such as the ability to impart specific knowledge about AIDS to clients. Eleven specific content areas are described. Issues involved in implementation are discussed, including time commitment, and techniques to be used. (ABL)
