This issue, the second in a three-part series leading up to International Literacy Year in 1990, examines innovative mass efforts that reach out to the large numbers of people who have been bypassed by traditional approaches. The eight articles are the following: (1) "Towards an Agenda for Literacy" (H. S. Bhola) reports on developing an agenda for literacy promotion among nongovernmental organizations at a meeting of the International Task Force on Literacy; (2) "Mountain after Mountain" (Valerie Miller) draws out the lessons that Misyon Alfa, the national literacy program of the Catholic Church in Haiti, offers to other national-level nongovernmental efforts; (3) "Where There's a Will..." (Sonja Fagerberg-Diallo) looks at the literacy efforts of the Association for the Renaissance of Pulaar, a nongovernmental organization in Senegal; (4) "The Community Classroom" (Nacha Mallon) describes the writer's experience working with the Bangladesh Rural Advancement Committee to provide an alternative model of primary education; (5) "Dreams Come True" (Sondra Stein) explains the challenge facing adult literacy in the state of Massachusetts; (6) "The Service Center Approach" (Jim Hoxeng) examines how literacy service centers can help programs in areas as diverse as health, agriculture, and income generation; (7) a brief report describes the Young Literacy Professionals Institute; and (8) a message from Federico Mayor, the Director-General of Unesco, discusses the International Literacy Year.
