This document contains transcripts of oral and written testimony from witnesses at a hearing on H.R. 18 and H.R. 460, which would create a National Youth Corps. The National Youth Corps proposal links two other proposals, the Conservation Corps bill and the National Youth Service bill, into a comprehensive bill to provide alternatives for youth in both urban and rural areas. The National Youth Corps bill proposes to hire young people to perform public service, such as conservation and clean-up chores, at minimum wage. The Youth Corps also would provide some education, provide job-placement assistance after the 2-year program, and possibly provide dormitory-style housing and supervision. Testimony from Scott Thomson, Executive Director of the National Association of Secondary School Principals, and Harris Wofford, Secretary of Labor and Industry of Pennsylvania, is included, along with prepared statements from a Civilian Conservation Corps alumnus and from Representative Wayne Dowdy and Senator Daniel Patrick Moynihan, as well as the two witnesses.
