Twelve author-contributed papers address current issues in service delivery to infants and toddlers (birth to age 3) with handicapping conditions. Issues focus on the legislative mandate of Public Law 99-457, the Education of the Handicapped Act Amendments of 1986. An introductory chapter by James J. Gallagher summarizes major questions for the field.
