In November 1987, the California Postsecondary Education Commission (CPEC) approved 11 recommendations on transfer, articulation, and collaboration between community colleges and four-year institutions. This report reviews efforts made by the California Community Colleges, the California State University (CSU), and the University of California (UC) to implement the recommendations. Section 1 provides background on CPEC's interest in and actions concerning transfer rates as well as on the development of the 1987 recommendations. Section 2 reviews the implementation of recommendations concerning the state's role; mandated/statewide versus voluntary/localized articulation; faculty roles; admission with advanced standing; assessment and remediation; databases and information systems; and articulated career programs. Section 3 presents conclusions, including that the UC and CSU are moving in directions and at a pace that are in accordance with CPEC's intent, while the community colleges, in part due to funding problems, are making slow progress. Appendixes detail CSU procedures for submitting proposals for new degree major programs and common core transfer curriculum documents. (AJL)
