Analysis of Follow-Up Systems.

This manual provides a model for tracking the progress of special education and high-risk students who have completed secondary schooling. The manual includes a literature review, procedures for development of a followup system, a bibliography of over 200 followup materials, and a three-part followup instrument. Samples of followup instruments were analyzed, from school districts in California and across the nation. A three-part followup instrument was then designed, which included a teacher-completed School Records Form, a student-completed Baseline Form, and the Followup questionnaire. Content validity and reliability were examined through evaluation of current followup instruments, evaluation by an advisory panel, and field testing of the draft instrument and a modified instrument. Recommendations resulting from this study of followup systems focus on the need for: a systematic followup instrument and procedure, consistency across all related adult service agencies, field testing, ongoing review, effective interview methods, etc. Procedural guidelines provide step-by-step directions and sample forms and letters that can be used to implement a followup study. Critical tasks outlined in the guidelines include determining the scope of the data collection, identifying data sources, assessing resource needs and finalizing goals, preparing for followup data collection and collecting baseline data, and collecting followup data.
