Partnerships in Business and Education: Helping Handicapped Students Become a Part of the Job Training Partnership Act.

The manual provides information on how to help handicapped youth participate in the Job Training Partnership Act (JTPA). Section I describes the nature of the JTPA, whose purpose is to establish programs to prepare youth and unskilled adults for entry into the labor force and to provide job training for economically disadvantaged individuals and others in special need of such training to obtain productive employment. The meaning of JTPA for handicapped youth, working with a private industry council, and business/industry collaboration are also discussed. Section II focuses on enhancing JTPA programs through partnerships and agreements, and developing JTPA performance-based proposals. Section III discusses the youth competency systems mandated by JTPA legislation, giving examples currently in use as a basis for developing competencies to serve handicapped youth as well as their potential employers. Section IV presents a rationale for strengthening the career/vocational component of special education teacher training programs. Sample planning and program exhibits from each of the following areas are presented in Section V: state and local level planning, programs serving secondary school age and adult populations, community based organization programs, vocational rehabilitation, and other federally funded programs.
