Express routing, under consideration by San Diego (California) Public Schools, is a form of bus transportation that picks up and drops off students at centralized points instead of driving through residential neighborhoods. This report examines other, similar districts' experiences in applying express routing in integration and other school programs. Questionnaires were mailed to the transportation departments of 15 districts employing express routing; shortened questionnaires were sent to 7 other school districts that had previously studied, implemented, and later discontinued, or were about to start, express routing service. Responses from 10 of the 15 and 2 of the 7 districts, respectively, reported that express routing leads to cost savings and related benefits: more efficient use of transportation resources, simplified routing, and shorter bus rides. Some problems experienced, particularly managing large groups of students gathered in one place and complaints regarding increased walking distances, appear to be manageable and apparently have not led to losses in desegregation program enrollments. Appendixes attached to the report contain copies of the questions used to identify school districts using express routing, copies of the questionnaires, and lists of districts contacted and responding. A second survey contacted a total of 31 site administrators and integration program officials in 5 districts from the first survey. On the whole, satisfaction with express routing was relatively high across the board. Survey forms are appended. (MLF)
