Effective Links between Vocational-Technical Education and Private Industry Councils.

A study examined a number of local settings in Ohio in which coordination and collaboration between key providers of services under the Job Training Partnership Act (JTPA) were deemed exemplary. Its purpose was to identify elements contributing to successful coordination and collaboration that could be of potential use to others. Researchers interviewed officials of vocational schools, technical institutions, and Private Industry Councils (PICs). They were able to group the hallmarks of exemplary collaboration into three categories--organization, policy and procedures, and specific activities--by the three types of institution. The researchers included both positive and negative findings. They then compiled a composite institution of each type having the features that promote exemplary coordination. Four recommendations were offered for consideration by PICs and service delivery agencies to help them further expand and develop cooperative relationships in the delivery of JTPA agencies. These recommendations addressed criteria for evaluating coordination of services, interagency networks, preservice and inservice, and promulgation of successful strategies.
