Women in the Military. More Military Jobs Can Be Opened under Current Statutes. Report to Congressional Requesters.

A study determined how service policies implementing the combat exclusion provisions affect the number and assignment of military women and whether service procedures unrelated to the combat exclusion limit job opportunities for women. Based on the combat exclusion and related program needs, about 1.1 million of 2.2 million military jobs were closed to women. Not all of the remaining jobs were available to women, however, through their policies and procedures for identifying job availability and for determining or implementing accession goals for women, the services further limited the jobs for which women may compete. To allow women to compete for all jobs not closed by statutes or program needs, it was recommended that the Secretary of the Navy consider berthing area configurations when establishing the number of noncombat sea duty opportunities for women; direct the Commandant of the Marine Corps to provide open access without regard to gender to noncombat assignments now prorated between men and women; and review procedures used by officer career field managers for determining proposed accession goals for women officers. The Secretary of the Air Force should allow all unrestricted pilot and navigator openings to be available for competition by women on an equal basis with men. The Secretary of the Army should remove limits resulting from implementation of gender specific accession goals for enlisted women. (YLB)
