This report concludes a 2-year study of the "forgotten half"--the approximately 20 million 16- to 24-year-olds who are unlikely to attend college and so will miss out on the special privileges society accords to the college-educated. The report features diagnoses for treating youth in trouble and prescriptions to foster the healthy development of all youth and to prevent trouble from occurring. It describes the pathways to success that families and communities--with help from the public and private sector--can offer these young people. Chapter 1 provides data on economic, technological, and social changes that led to the declining economic status of youth and young families. Chapter 2 explores changes that have affected the relationships between adolescents and their parents. Chapter 3 describes characteristics of communities receptive to youth and explores the manner in which both local and nationally affiliated organizations serve and involve youth in the community. In chapter 4, involvement in community service is advocated as a way to instill the values of participatory citizenship. Chapter 5 examines several dimensions of current employer-youth relationships with one central question in mind: what can be done to provide more and better jobs and training? Chapter 6 targets the needs of youth with a diversity of special educational and employment needs. Chapter 7 considers the education and training needs of this populations. Chapter 8 sets forth conclusions. Each chapter concludes with a listing of recommendations.
