On the average, 10 percent of District of Columbia Public School (DCPS) students--approximately 8,500 students--are absent from school each day. In order to combat truancy, which often leads to dropping out, DCPS developed the Truancy Prevention Plan, part of a Comprehensive Plan for School Attendance Improvement, which was implemented between school years 1985-86 through 1987-88. The Truancy Prevention Plan had the following operational components: (1) development and implementation of the local school plans; (2) installation and operation of the automatic dialing system for telephoning absent students' homes; (3) expansion and improvement of the attendance staff and monitoring procedure; and (4) establishment and operation of the student attendance service centers. Each of these components has been assessed in this evaluation. Many of the guidelines of the Truancy Prevention Plan were followed as recommended for all operational components of the plan. When implemented, these guidelines were responsible for the attendance improvements that occurred. Recommendations for improvement are offered. Tables and figures illustrate the data.
