This examination of the salary structures of the Toronto Board of Education (ON) employees by race finds no compelling evidence that non-whites are "ghettoized" in low salary categories. Data were analyzed from race identification forms completed by supervisory staff in 1987, and from Board payroll and salary history files. Racial minorities are employed in a cross-section of positions at a range of salaries similar to whites. However, this generalization about job and salary distribution at the Board level may not apply to the smaller units of employee groups. Tying together the findings of this report with those of Report #186 (or Part I), which found that racial minorities are underrepresented in both high and low positions in relation to their presence in Metropolitan Toronto, the conclusion can be made that despite longer total teaching experience and equal or higher educational credentials compared to whites, minorities are underrepresented in senior teaching positions. A brief list of references, and statistical data on 14 tables and 9 graphs are included. The appendices include the following: (1) copies of the questionnaires used in the Survey of Visible/Racial Minority Employees; (2) five tables of statistical data on teaching qualifications, employees by level and race, and employees by position and race; and (3) four charts describing position levels, employee groupings, categories of non-permanent staff, and paycodes.
