The Status of Transition Class Programs in Rhode Island Elementary Schools.
Ostrowski, Patricia Maslin
To learn the extent to which transition class programs had been implemented in the Rhode Island public schools, all districts in the state were surveyed. The survey was designed to gather basic information about transition programs operating throughout the state, and learn why such programs have not been introduced in some districts. Findings, which are based on data collected from the 38 Rhode Island districts that operate elementary schools, concern the number of districts with transition programs, starting date, program purposes, selection criteria, class size and percentage of originating class, length of school day, programs that serve the same purpose as transition classes, procedures used to modify transition placements, and the relationship of per pupil expenditure to transition programs. Findings regarding districts without transition programs are briefly discussed. In general, transition programs are rapidly gaining acceptance in the Rhode Island public school system, especially at the pre-first-grade level. This implies that the transition between kindergarten and first grade presents significant problems to a multitude of elementary students. Schools are divided about the primary purpose of their transition programs. Implications are discussed and related materials are appended. (RH)
