In May 1987, the Florida State Board of Community Colleges authorized the formation of a task force to study articulation processes, programs, and activities currently in place; to identify current and potential problem areas; and to recommend further studies and the appropriate agencies to conduct them. Drawing from existing data and the findings of a national survey of state articulation systems, the task force concluded that Florida's articulation system is unique in the United States, due to a consciously created structure of higher education that incorporates community colleges as the primary providers of freshman/sophomore education and anticipates the movement of students among colleges and universities as the norm rather than the exception. From relatively simple beginnings, the present-day articulation process has become a formalized system of statutes, rules, agreements, and activities. The success of the Florida model is demonstrated by enrollment and student performance data showing high rates of transfer and academic success. The articulation system involves: (1) admissions components, including minimum requirements, entry testing, college/vocational preparatory instruction, feedback of performance data between institutions, and articulated acceleration mechanisms; (2) transfer of credit/program articulation features, including common transcripts and course numbering, the College-Level Academic Skills Test, limited access programs, foreign language requirements, transfer agreements for particular degrees, and the registration process; and (3) student services, including programs to improve minority student access, student financial aid, and counseling.
