This information memorandum describes four acts enacted during the 1987-1988 session of the Wisconsin Legislature dealing with mental health issues: (1) 1987 Wisconsin Act 366, relating to commitment standards and procedures for and alternatives to involuntary commitment; (2) 1987 Wisconsin Act 367, relating to outpatient mental health treatment of minors 14 years of age or older; (3) 1987 Wisconsin Act 368, relating to community support programs and guardianship grants; and (4) 1987 Wisconsin Act 394, relating to services for and commitments of mentally ill inmates and criminally committed persons. Part I of the document discusses development of the legislation; part II highlights the four acts; and parts III through VI describe the background and major provisions of 1987 Wisconsin Acts 366, 367, 368, and 394 respectively. The appendix contains commitment standards as amended by the 1987 Wisconsin Act 366. (NB)
