This model was developed to provide a systematic, staged approach to volunteer personnel management. It provides a general process for dealing with volunteers from the point of organization entry through volunteer career stages to the time of exiting the organization. The model provides the structural components necessary to (1) plan, coordinate, and evaluate volunteer training education; (2) identify and document volunteer accomplishments, growth in personal effectiveness, and organizational contributions to volunteerism; and (3) develop a framework and means to reward and thus motivate volunteers using intrinsic factors. The model is intended to be implemented in a step-wise course, rather than all at once, and it allows for the inclusion of existing volunteers as well as new ones. This guide includes definitions; reasons for volunteer development and recognition; information on tasks and skills identification, tasks and skills applications, and tasks and skills transferal; and an implementation strategy.
