This guide provides vocational educators and training program operators with information on how to develop, set up, and write proposals for Job Training Partnership Act (JTPA) funding. Section I presents a means by which the JTPA model can be understood and put into practice: collaboration, cooperation, and coordination. It briefly describes the JTPA funding base--what the Titles are, how the funds are allocated, for what purposes they are allocated, by whom they are allocated, and who receives the funds. Section II presents means and methods by which a self-assessment can be completed to determine if the program should propose to compete for JTPA funds. Section III focuses on preparing for a JTPA proposal. Topics include conducting a labor market survey and program review. Section IV discusses the seven steps in writing a JTPA proposal. Section V briefly addresses negotiating the proposal through the funding maze or working on approval of the proposal. Appendixes include a JTPA Trivia Quiz and a checklist for planning and writing a JTPA proposal. (YLB)
